* 「Aggressively serve the people by strengthening the search for the missing children」

“Regulations Governing Searching for Missing Persons” was revised by the National Police Agency and promulgated on January 26th, 2015. To prevent missing girl EnEn in Tucheng Dist., New Taipei City from happening again, children under 7 are included in the scope of emergency alert and searching objects. In addition, by starting the emergency alert and searching system, missing children randomly kidnapped on the streets can be found and will help alleviate parents’ worries.
To maximize the performance of the emergency alert and searching system, it is necessary to rely on the collaboration of governmental authorities, such as household registration offices, Ministry of Health and Welfare, Ministry of Foreign Affairs, National Immigration Agency, etc. Therefore, the revised Regulation particularly clarifies the responsibilities of the relevant authorities in order to protect the rights and interests of the missing persons, reflect the status quo and meet the expectations of society.
To respond to the public requirements, the emergency search of missing children under 7 is listed under article 6, which was meant to protect those who are seriously ill, display suicidal tendencies, are easy targets of abduction, etc. Besides, the reported cases of missing children will be viewed as aggravated criminal cases after 24 hours. For those who are already under protection or missing persons under 18, article 9 requires police to notify social workers from city or county government for further assistance or counseling.
Due to some fraud cases that are intended to get social welfare subsidy or insurance payment, the article 18 imposes criminal penalty against those who report fraudulent missing cases. Furthermore, to save public resource, article 7 excludes those who migrated abroad over 2 years without entry records or try to scam social welfare or insurance payment from the emergency searching of missing persons.
